501 - Statement of Policy

 

It is the responsibility of the Indian Hills Community College Board of Trustees to implement and approve institutional policies and procedures that protect individual student rights while protecting the safety and welfare of the student body, staff, administration and the public.

The Board of Trustees will approve additions to the College Catalog as needed to provide fair procedures for discipline and the protection of individual rights while providing for a safe educational environment.

502 - Student Information - Student Records

 

An accurate record shall be maintained for all students attending Indian Hills Community College.  Records of a student shall be accessible as governed by current state and federal law.

504 - Entrance Requirements

 

The Indian Hills Community College administration shall establish entrance requirements for all educational programs that assure qualified or qualifiable applicants are admitted to the educational program of their choice.  No student shall be excluded because of race, color, national origin, sex (including pregnancy), disability, age, sexual orientation, gender identity, genetic information, creed, religion, and actual or potential parental, family, or marital status.

506 - Resident Student Definition - Tuition

 

Requirements for proof of Iowa residency are established for community colleges by the Iowa Department of Education. In determining a community college resident or non-resident classification, the primary determination is the reason a person is in the state of Iowa. If a person is in the state primarily for educational purposes, that person will be considered a non-resident.

A student’s residency status will be determine prior to the beginning of the term for which he/she is enrolling.

Individuals seeking to change to Iowa residency for tuition purposes must submit a letter explaining why they should be classified as in-state and must provide documented residency in the state for at least 90 days prior to the beginning of the term for which they are requesting the residency change. A student will be required to file at least two of the following to document their purpose of being in Iowa. No two documents may come from the same source.

Written and notarized documentation from an employer that the student is employed in Iowa or a signed and notarized statement from the student describing employment and sources of support.

  2. Iowa state income tax return.
  3. An Iowa driver’s license.
  4. An Iowa vehicle registration card.
  5. An Iowa voter registration card.
  6. Proof of Iowa Homestead credit on property taxes.

The burden of proof is upon the student. It is the responsibility of a student to request a reclassification of residency status. If a student is reclassified as a resident for tuition purposes, such classification shall be effective beginning with the next term for which the student enrolls. In no case shall reclassification to residency status be made retroactive for tuition and fee purposes even though the student could have previously qualified for residency status had the student applied.

Federal Personnel and Dependents

A person, or their spouse or dependent child, who has moved into the state of Iowa as the result of military or civil orders from the federal government, and the minor children of such persons, are entitled to immediate Iowa residency status.

Veteran’s Exemption

A veteran of military service or National Guard, or their spouse or dependent child shall be classified as a resident if the veteran is domiciled in Iowa and one of the following conditions is met:

  1. The Veteran has separated from a U.S. military force with an honorable discharge or a general discharge, is eligible for benefits, or has exhausted benefits, under the federal Post-9/11 Veterans Educational Assistance Act of 2008 or any other federal authorizing veteran educational benefits program.
  2. The individual is an active duty military person, or activated or temporarily mobilized National Guard member.

To be eligible, a dependent child must be claimed as a dependent on an eligible veteran’s internal revenue service tax filing for the previous year.

Requests for reclassification of residency status are filed in the admissions office. All supporting documentation must accompany request.

520 - Behavior and Discipline - Maintenance and Orderly Conduct

 

Indian Hills Community College strictly adheres to the philosophy of providing our students with 
a quality of life consistent with positive growth and development.  The Board of Trustees support behavior that provides for students the right to be treated with respect, courtesy, and without interference from others.  Further, the administration has been directed to enforce penalties which may include restrictions, suspensions, and/or expulsions to those who interfere with the right to quality of each individual’s pursuit of occupational, personal, and educational goals. These policies will be enforced and regulated in all areas of the college environment.

Student conduct policies are structured to provide respect and protection to the rights and welfare of all students.

525 - Behavior and Discipline - Use of Tobacco Products

 

Indian Hills Community College is committed to providing a tobacco-free environment for our staff, students, constituents, and visitors to our campuses.  Tobacco use is prohibited on college property including in its buildings, college-owned vehicles, outdoor areas, or any vehicle located on college grounds.  This policy is consistent with the Iowa Smokefree Air Act.

538 - Health and Safety Regulations and Procedures - Communicable Diseases

 

Indian Hills Community College believes students or employees with communicable diseases should be allowed to attend to their regularly assigned duties as long as they are physically able to perform the tasks assigned them and as long as their attendance does not create a substantial risk of transmission of the illness to students or employees in the college.  The college will, in light of individual circumstances, provide the least restrictive environment for continued attendance with consultation of a health professional.

A communicable disease policy is approved as set forth in the IHCC Staff Handbook.

539 - Health and Safety Regulations and Procedures  - Exclusion for Contagious Diseases

 

Students with contagious diseases are to be excluded from classes for the period of time that their condition may endanger the health of others.

542 - Health and Safety Regulations and Procedures - Use of Motor Vehicles

 

The policy of this College is that the use of motor vehicles is set forth in the Board-approved staff and student handbooks.

Indian Hills Community College shall have no responsibility for loss or damage to any vehicle or its contents while operated or parked on College campuses.
